Back in the ‘80’s of the last century, we spent more than a decade documenting the impact of U.S. foreign, military and nuclear policies on the island nations and peoples of the Pacific. That body of work - including our PBS documentaries Strategic Trust: The Making of Nuclear Free Palau and Islands On the Edge of Time , and FREE ZONE - Democracy Meets the Nuclear Threat.

Our work took us back and forth between Pacific nations, the United Nations and the U.S. Congress, giving us a crash education in the interconnections between national and international institutions and intelligence operations.
As part of that work we had occasion to interview renowned master U.S. intelligence operative Ray Cline in his office at the Center For Strategic and International Studies (CSIS) in Washington, D.C.. The bookcase behind him held books on spy craft like J. Edgar Hoover’s classic Masters of Deceit and Cline’s own more than seven books like Secrets, Spies And Scholars: The Essential CIA.
According to Sparticus Educational, “Cline studied at Harvard University before joining the Office of Strategic Services during the Second World War.” In 1944 he was appointed as Chief of Current Intelligence, and remained a key figure from then on in the growth of the America’s ‘intelligence community.’ In 1962 Cline was appointed as Deputy Director for Intelligence for the CIA and was Agency's chief analyst during the Cuban missile crisis.
At one point, MB, needing to make a call, got Cline’s permission to use the phone in a side office. What she found there provided an insight that has shaped our reporting ever since.
In beautiful hand drawn calligraphy, framed on the wall, someone had written, “Oppose the will of the people. Impose our will on the people. Never let the people win a single fight.”
We call it the Hegemonic Code.

James Heddle and Mary Beth Brangan co-direct EON, the Ecological Options Network.
